The project was undertaken as a component of Mount Nittany Health's strategic master plan update. Program components include central registration, Penn State Hershey's Residency Program, specialty care, lab services and radiology.

The plan was subsequently implemented for the anticipated occupancy of the Residency Program by mid-2015.
