Designed to function as a community hub, the building provides a strong backdrop to the public plaza along South Allen Street.  A two story lobby serves as exhibit space for local artists and connects visitors to the most frequently accessed functions in the building.  A community space, public conference rooms and currently, the New Leaf Initiative are core public spaces that make the building a real community asset.  The building also supports the police, finance, public works departments, information services and borough administration.  The council chamber resides prominently above the main entrance with a strong visual connection back to the plaza below.
